The Cougar Magnum is a powerful weapon in GoldenEye 007, comparable in power to the Moonraker Laser but has greater penetration. It can penetrate through multiple doors and bulletproof glass. The Magnum is also a strong weapon in multiplayer mode, but it is very slow, requiring precise aiming to use effectively. While it has a low rate of fire, the Cougar Magnum can be a useful weapon, due to its high power and great accuracy. A shot to the head can be an instant kill against armored enemies. Natalya noticeably uses it in the Jungle and Control missions, but the weapon itself is unavailable without cheats.

- During development, the Cougar Magnum was called both the Ruger Magnum and the Blackhawk Magnum after its real-world counterpart (Ruger Blackhawk).
- The Cougar Magnum cannot be obtained in solo without the use of cheats. Natalya Simonova carries this weapon in Jungle and Control, but she will not drop it even after being killed.
- As this weapon was not intended to be obtained in solo, no singleplayer levels in the game have any ammo boxes specifically for the Cougar Magnum. Despite this, its cheat allows Bond to have maximum ammunition carried in any mission.
- The Cougar Magnum was featured in Perfect Dark's prerelease trailer. It was carried by one of its antagonists, NSA Director Trent Easton, but the weapon was left out in the final version of the game and replaced with the DY357 Magnum.
- At times, enemy guards killed by this weapon can be seen knocked backwards by the force of its high-caliber rounds.
- Due to its high penetration strength, the Cougar Magnum is able to shoot through bulletproof glass and damage enemies. While other penetration weapons such as the Moonraker Laser, AR33, or the RC-P90 can also fire through this type of glass, they still cannot actually hit targets. This ability also applies to the Silver PP7.
- According to the instruction manual, the Cougar Magnum is "possibly the most powerful revolver in the world." This is likely a reference to the 1971 film Dirty Harry, where the titular character states his .44 Magnum (which is the same caliber the real-life Blackhawk fires) is "the most powerful handgun in the world." Despite this, stronger real-world caliber revolvers exist, as high as .50.
- The PP7 has a special variant based on the Cougar Magnum, called the Silver PP7.
