St. Petersburg Guards were most likely to be police officers for the St. Petersburg levels in the single player campaign of Goldeneye. However, they only appear in Multiplayer mode. Of the five levels that feature St. Petersburg as a background, they would most likely have featured in the Statue or Streets levels, seeing as Archives is Russian military territory and both Depot and Train are Janus territory. They probably would have served as regular enemies. They wear a blue military uniform with a Sam Browne belt which appears similar to that of the Russian Commandant. It is unknown what weapons they would carry, although like most other Russian-based enemies, it can be assumed it would be limited to DD44 Dostovei pistols, Klobb sub-machine guns, or KF7 Soviet rifles. St. Petersburg Guard also seemingly miss their caps, as well.
With that said, St. Petersburg Guards were removed from the final version of GoldenEye 007, and presumably replaced by Russian Infantry in Statue and Russian Soldiers in the Streets.

- In the movie, the Russian police and the Russian army is chasing Bond while he is in the tank, on the Streets of St. Petersburg. Perhaps this may have been inspired from this.
- Despite being Police Officers, they miss their special caps which are required to wear with the uniform.
- A St. Petersburg called Swagmaster6969696969 would become a supporting character on the SMG4 web series.
